ROLES AND RESPONSIBILITIES
Overall program management including project participant selection and technical scope and approach definition, are provided by a Joint Venture Management Committee (JVMC), working in concert with a Joint Venture Project Committee (JVPC).

The overall activity of the Joint Venture under its master agreement with NIST is the “program” and is administered by the Program Manager. The Program Manager (PM) reports to the Joint Venture Management Committee.

The Joint Venture Program Committee (JVPC) reports to the Joint Venture Management Committee and is chaired by the Program Manager. The Joint Venture Program Committee has responsibility for:

1. selecting technical consultants or organizations to conduct and advise on the technical work performed under each task order;
2. advising on the conceptual technical approach for each task order; and
3. identifying new projects or directions for the program, to be considered at the discretion of NIST.

In addition, one member of the Joint Venture Program Committee will serve as an ex-officio member of the Project Review Panel on each task order project to independently monitor work on behalf of the Joint Venture. It is anticipated that this involvement will improve overall quality control, and will inform future discussions of the Program Committee on the technical approach and key project participants for future task orders.

Members of the Joint Venture Program Committee have been selected to provide the Joint Venture with national perspective and broad-based insight regarding the selection of the most qualified project participants, above and beyond the interests of individual members or the organizations they represent.

Membership of the Joint Venture Program Committee, however, does not preclude involvement in task order projects, subject to approval by NIST. If project involvement is being considered for a Program Committee member, that member shall participate in the project participant selection process in accordance with the Joint Venture Program Committee Policy on Conflicts of Interest.

COMPENSATION
The Joint Venture will subcontract with Program Committee members to arrange for their consulting services on the Committee, unless a member would be redundantly compensated for that time by their employer.
